In Metro Atlanta and North Georgia, winter temperatures rarely drop low enough to be a significant obstacle for drain jetting. The main concern with cold weather jetting is equipment: water in hoses and the pump can freeze at sustained below-freezing temperatures. Professional equipment is either winterized or heated to prevent this.
For the pipes themselves: drain jetting flushes blockages with water at whatever the supply temperature is. The cleaning effectiveness does not change significantly with temperature for standard blockages.
